A Penalty Charge Notice (PCN) may also be issued if the daily charge has not been paid by midnight on the next working day after travel, or if an incorrect vehicle registration mark or day of travel was supplied when the charge was paid.A separate PCN may be issued for each charging day that a vehicle which does not meet the LEZ emissions standards is driven in the zone without payment of the appropriate charge.

The penalty charge for all affected vehicles that enter the LEZ  is £1000 reduced to £500 if paid within 14 days and increased to £1500 if not paid within 28 days.

Maintenance & Warranty

 

 

All TFL approved technologies come with a 2 year manufacturers warranty and as previously mentioned will have a maintenance requirement, which for a Euro 3 engine is cleaning and removing ash from the DPF annually. If the vehicle does not reach the required regeneration temperatures, more frequent cleaning may be required. Therefore cleaning should be added as part of the vehicle maintenance programme.

 

As described in the technical data, the exhaust temperature is of vital importance for the filter regeneration. Filter regeneration is required to keep the back pressure below what is recommended by the engine manufacturer.

Other factors that have serious impact on filter regeneration are complications with the actual engine condition. The engine condition is to be evaluated for all engines and special attention to be paid to engines with poor or non existent maintenance records. Critical factors are outlined below:

Consumption of Lubrication Oil

Excessive consumption of lubrication oil is detrimental because it increases the raw emissions going into the filter. Lube oil contributes to premature loading of the filter with high amounts of soot and a soot composition which is very difficult to regenerate. In addition to that, lubrication oil does contain many different inorganic additives that will contribute to accumulation of ash in the filter over time, reducing the time between required cleanings.

Excessive consumption of lubrication oil can be caused by:

• Excessive wear of piston rings

• Leaking valve seals

• Leaking head gasket

• Crankcase pressure

• Overfilling of lube oil

Besides excessive engine wear, excessive lube oil consumption can be caused by overfilling the engine with lube oil. Lube oil levels are to be strictly kept below the maximum limits indicated FULL on the oil dip stick.

Excessive consumption of lubrication oil will prevent the filter technology to function optimally.

Fuel Consumption:

Excessive fuel consumption is not just costly from an operating point of view but also an important inhibiting factor for effective filter regeneration. The more fuel, the more soot going into the filter and the longer periods of high load will be required to regenerate the filter and/or will reduce the time between required maintenance and cleaning.

Excessive fuel consumption can be caused by

• Worn/leaking injectors

• Incorrect valve adjustment

• Incorrect injection pump timing

Engine wear related issues can be detected by metering the smoke level before fitting the filter. This can be measured by a standard opacity meter and the K-value (Coefficient. of light absorption in m-1) must not exceed 2.

Prior to installation it is required to change lube oil and replace oil, fuel and air filter.
